Multiple Users in an organisation

We currently only have one licence to use this product.  We would like to have more users, however one of the purposes is that as a Manager, I would like to have control of documents that have been sent for signature in terms of follow up or when someone is on leave etc.  If I purchase an additional licence, will this provide this feature?

A person who creates the document to be signed can substitute other people to sign the document when the original signer is not available. If you are not the creator of the document, but just a manager within your organization, I do not know what the rights an administrator for the system is cable of doing as I am just an ordinary user with no extra privileges.
