New - signer is now required to acknowledge the Terms & Conditions, on each and every document

We have not seen this requirement previously, is this a new thing for Adobe? The signer is being required to acknowledge the T&Cs for each and every document. Shouldn't this be for one instance? This is for a signer who is receiving multiple signature requests, each document opened requires the acknowledgement - shouldn't this be set up for the intial request and not show up on each one - time consuming for the signer.
