Particiant cannot be repeated in signature sequence.

I created a template wherein Participant 1 to 3 would sign the document, and this would further send this  document to Participants 4 to 6 who are same as first 3.

However once the 3rd participant signs the document, the option for signing is not available for Participant 4.

Any reason?
