Prefill isn't allowable in template

Hi.  I've created a template and added several Prefill fields.  When I select the template to send, I do see and check the "Preview and Add Fields" selection.  During the preview however, I am not able to enter data into the Prefill fields.   I can drag over new field to the template (including Prefill which I still can't fill).
