Problem Adding 2nd Signature

We are having a problem that we have narrowed down to only occurring (for us) on

Windows 10 (1903 and 1909)

Acrobat 2017.011.30371

The problem is this.   We have forms that require multiple signatures and we use the basic sign tool to accomplish this (I know, not secure; battle for another time).   Adding the 1st signature goes just fine (we use an image of their signature by the way).   When the next person in the chain goes to add their signature, they can add it, but when they go to save, the new signature is removed.   If we go back and add the 2nd signature a 2nd time and save, it saves correctly.  

This does not happen with the exact same version of Acrobat on Windows 8.1.   We have verified on 1903 and 1909 on different hardware.

Config problem or a bug?

An anyone else replicate this issue.
