Problem aligning signature blocks

I created the form and add signature blocks on the lines where I want each party to sign.  However, once I save and send for signature, Adobe just dumps the signature blocks at the bottom of the last page.  In other words, I set a signature block on a specific line for a specific signature, it looks good in preview, but when I email the document, Adobe has moved the signature blocks to the bottom of the last page, by order to email. Any suggestions would be helpful before I switch to VeriSign or another program.
