Publish a webform missing

I need to make a webform. I login and try to follow this video https://helpx.adobe.com/sign/how-to/sign-widget.html and the webform option does not appear on the bottom of my page. I only have 4 options and publish a webform is missing.

I need this fixed right now. I have already reached out to my support rep managing our company account, and heard nothing.
