Qota issue

Team, 

We need your immediate help and we have not got any resolution either from Adobe Customer Support or Partner.

We recently procured Adobe eSign Enterprise Transaction bases package. 

We have also integrated with sales forrce. 

Now when we try to add Users we see that the Licensa Quota defaults to 2 , even though while using enterprise Transaction license , the License shouldn't come into play. 

The Adobe Admin portal won't let us add users greater than two. 

Where is this Quota set, while configuring the product we set the License Quote to 10, but it still defaults to 2, not really sure as to where its picking this data point.

Can some one help us out on Priority.
