Remove blank page from Reusable form field layer template?

Hi, I have a document/template where the final page has become uneeded in some cases.  I copied the template, and made it a reusable layer. I then created a new version of the form with no final page.  When I try to upload and apply the overlay I get an error.  The overlay say it is 7 pages long even though there are no fields beyond page 6.  The new document is 6 pages long.  Any tips on how I can do this?

Note that the form/template has over 100 fields so redoing them all, while an option, is not desired.
