Request Signature Not Working

When trying to use the Fill and Sign requests signature feature I recive an error. 

For the desktop I get "Access denied, you do not have access to the service. please contact your IT administratorw to gain access." or "Upgrade" to send for signature when using the desktop version of Adobe Acrobat DC.  But it will not allow me to upgrade.  It just keeps toggling back and forth from Upgrade to Start Now.

When using the cloud adobe, I get a message to "Contact your IT Administrator" and it will not allow me to go forward.

 

Please assist ASAP.
