Required field assigned to Anyone

If a field is required and assigned to Anyone (say a Form-filler, approver, and a signer), can the Form-Filler or Approver skip that field in order to let the Signer complete it? (Or could the Form-Filler skip it to let the Approver complete it?)

I need a field that must be completed but could truly be completed by anyone. Is that possible?
