I need to be able to save several form field layouts together as one widget for reuse. I understand that it would be easier to just put all of the PDFs together as one PDF and apply the layer, but we're trying to avoid this extra step (and training) this would require.

Are you talking about reusable form field layer created as template in E-Sign account? If that's the case, then it's not possible as Widgets cannot be created through template.
