I want to send a policy manual to all employees for signature. Can I do it all at once, or do I have to set up a separate document for each employee?

Depends upon the account. Enterprise accounts have a multisign capability that allows you to use one document and an Excel spreadsheet to send documents to multiple accounts at once.
