Send to 2 emails, only require approval by 1

Hello. I curious if there was a way to send to 2 separate people/emails but only require one of them to approve the proposal. We often send proposals out to 2 separate people but only need one of them to sign it. In other words, either one of the people that received the proposal would be able to approve the proposal without the other one having to sign.
