Sign is suddenly sending multiple emails instead of one. Before this week, when an agreement was completed the signers would receive a single email with all signers in the To: field and only a CC signer in the CC field. This week, Sign is sending a separate email to every signer with that person in the To: field and all the other signers in the CC field. The result is that if there are 5 signers, they are each receiving 5 emails instead of 1. We've made no changes to the web form.

We have recently started experiencing the same issue. No configuration changes have been made, and the issue is affecting both integrations and direct sending.

Is this happening for all agreements or only agreements sent from a specific web form/workflow? Did the change begin after any known event this week?

We only have one webform like this, so I do not know if it’s happening for other webforms. There was no change to the webform this week. I have put in a ticket with our enterprise IT but they say there were no changes on their end.
I have checked the linked article, and although I don’t have admin rights to see the permissions, I believe our delegation permissions are set to Yes but only other users in my account, meaning only for other users in our enterprise.
