Signing Ts&Cs via Administrator.

I am getting this message when i try to upload a document for signature:

"

Your account is locked because an administrator has not agreed to Adobe Sign's Terms of Use. Please contact your account administrator to activate your account."

Please help me to solve this issue.  The account is a single licence account.

What am I missing here?  I have not receive any e-mails requesting signature of new Ts&Cs.  It is very frustrating.

Why also can I not speak to someone on the phone about this?!!!!!!!
