Stop countersigners routing if signature is not needed

Hi there AdobeSign Community -

Is there a way to set up a condition where the a counter-signer is not needed to sign a web form widget? Note: I don't want the last person to even get a notification or email about the widget if their signature is not needed at all. If the conditions are met, then it would route to the last person for approval. I'm having a hard time trying to figure this out through the web form.
