Table of Authority (ToA) based signatures

Hi All

Is there a way to pre-define a signing flow based on Table of Authority (ToA)? I.e. I have a document that needs to be signed by different groups of people based on order amount. Example:

• Order amount <1k: to be signed by Sales Manager (list of Sales managers consists of X number of people, either of them can sign)
• 1k < Order amount < 5k : sales manager signs first, then account manager (both lists consist of X number of people, either of them can sign)
• two more similar rules

Current table of authority is in Excel but I see no way to integrate it in the tool. Probably using Logic Apps / Ms Flow? If yes, how do we call the values?
