The options are still available in Acrobat Sign. Please ensure you have enabled the notification for the completed document on your Acrobat Sign account settings. Refer to the following help document for the steps to check: https://helpx.adobe.com/sign/fedramp/user/my-notifications.html. 

For the reminders option, check if the option is enabled or not in your account settings. If you are not the account administrator, contact your account administrator and ask to check if the option is disabled. Refer to the following document to check the settings for reminders: https://helpx.adobe.com/sign/using/set-reminders.html.
