Trying to use the sample D365 Workflows and actions error.

Whenever we try to build and run  Dynamics 365 workflows we get the error below:

"message": "Could not find any resources appropriate for the specified culture or the neutral culture. Make sure \"AdobeSignPlugins.Resources.CSharpStrings.0.resources\" was correctly embedded or linked into assembly \"AdobeSignPlugins\" at compile time, or that all the satellite assemblies required are loadable and fully signed."

We have noticed that this is tied to the Create Agreement.   We are following the documentation in: Adobe Acrobat Sign for Dynamics: Processes (Workflows) If we pass in an already created agreement, bypassing the CreateAgreement, the attach files and recipients work, but we also get an error on the Send Agreement.

is it possibly either a bad install, or maybe even a security issue?
