Two Approvers being able to edit a document

I have templates in Adobe Sign that need to go to two Approvers and both need to be able to be edit the document if necessary before going to the Signer.

Once the first Approver has "approved", it locks all the fields and the second Approver cannot make any amendments, for example if they want to change the wording of a field so it's more client specific.

What can I do?  Thanks.
