Unknown number and order of signers

I have an application that has an unknown number of signers in production of the template.

Of signer type A I can have between 1 to 10 names/recipients. The template caters for 10 names although only 1 may be required.

Of signer typ B I can have between 1 to 10 names/recipients. The template caters for 10 names although none may be required

Signer type A names only sometimes need correlated to signer type B names.

Signer B names are never required without a Signer A name.

4 off small examples;

1     Signer A1 - does not need Signer B1

2     Signer A1 - needs Signer B1

3     Signer A1 - does not need Signer B1

       Signer A2 - needs Signer B2

4     Signer A1 - needs Signer B1

       Signer A2 - does not need Signer B2

       Signer A3 - needs Signer B3

Is there a way to install this logic within an off-line template that would be dragged and dropped into [Send]?
