Uploading I-9 for use with Adobe and Namely

I would like to upload an I-9 for future new employees to sign via Namely and Adobe eSignature. However, Adobe prompts me that I MUST select a state and country to upload the I-9 form. But I want to leave that part blank for future employees to fill out for themselves.

Any ideas?
