Can you integrate Adobe Sign REST API, if your users don't have an Adobe Sign account?

Depends on how you intend to send agreements. If agreements come from a single user and your integration gives users access to this single user, then the end-users don't need an adobe sign sub themselves.

If end-user need to become the senders then they will need an adobe sign account.
