use modern interface checkbox not working

I just built a new computer and installed my baseline products with a clean install of windows 11, and when I went to add a signature to a document, the adobe window just greys out and nothing happens (i can get back by pressing esc), then trying add initials, it directs me to the Resolve errors related to the AcroCEF/RdrCEF processes of Acrobat or Acrobat Reader knowledge article, 
so far, Ive tried, everything in the KB

  • reinstalling Adobe
  • repairing Adobe
  • adding D:\Adobe\Acrobat DC\Acrobat to the Microsoft Defender Anitvirus whitelist 
  • adding Acrobat.exe and AcroCEF.exe to the Controlled folder whitelist
  • Checking all entries in the ProcMon and finding no outside DLLs 
  • Unchecked the "use modern interface for signing and Digital ID configuration" checkbox in the preferences
  • Uncheked"Protected mode at startup", "Run in AppContainer", "Enable Enhanced Security" in preferences, which was sorta causing launch issues earlier but now 

 

Pretty much at a loss at what could be missing
