W-8 BEN Tax form -- Special Rates and Conditions?

Hi

I'm trying to fill in my W-8 BEN Tax form. There is a space there to enter information for Special Rates and Conditions that must be filled in, but it is impossible to find out what to enter. I have visited the site they say to go to, but the Adobe page does not show up -- showing an error instead. What am I supposed to enter there to submit the form? Thank you!

As you get the error while filling the form, please share the screenshot of the fields you are referring to and the error message you receive.

Are you using Acrobat Sign to fill the form or the Acrobat desktop application? More information would be helpful.
