Way to Deliver Document to non-approver when complete

Is there a way to deliver a completed document to a person who is not a part of the approval process? The CC process doesn't work because the final person doesn't need to document or emails until everything is final and approved. 

Ex: employee completes form, manager approves form and then the completed form is delivered to the employee, manager, and office admin
