Web form phishing message covering bottom of form

Hi there,

 

When I sign a web form I embeded onto a page on my client's site, a "Do not submit if you do not trust the requesting party or if you suspect phishing or fraudulent activity" message comes up on top of the "By form filling, I agree to this agreement..."  message along with the submit button. The phishing message is spaced such that it covers the bottom of the webform. There's one date field after the signature field, and it's inaccessible after this message appears. 

 

It's an official form so I can't redesign it to switch the order of the fields. Does anyone know how I can make this work properly? Thanks for your help!
