Web form - sender shouldn't have access to who's next or completed document

In a university scenario. Students have access to web forms to sign web forms on the university's web site. Once the student signs, it will go to Uni. administrators who will approve or disapprove of the form.

University wants to prevent the students from receiving subsequent notifications, and they don't want the student to receive the completed document at the end. 

Can this be done?
