Web form to be filled multiple times by multiple people before being sent for signature

Hi!

I'm trying to create a web form that approx. 20-30 should be able to have access to where they would need to complete the information (different each time) and then send for signature. What is the best way to go about doing? I am trying different variations with web forms and templates but how can this be accessible for multiple people to be able to complete and send for signature multiple times with different information? Any help would be appreciated.
