Webform unable to share with participant

Question

I have a webform that I would like to share with another user at my organization. Because the user is a counter signer in the webform, they are considered a participant and cannot be shared with. This prevents the user from being able to edit the webform or downloading the form field data. Is there a way to get around this?   Below is a picture as an example of what I see when I try to share the webform.

Thank you for reaching out.

As you are trying to share the webform so it can be filled by another user in the organization, please confirm if that user is added as the counter signer while creating the web form. If yes, then it will automatically be sent to that user once it is signed.
