Webhook Scope Issue

Could use some help here. I've attached a photo:

When creating a webhook, and selecting a scope, the only option that I have available is the "Group" option. I need to be able to select "A Specific Resource".

Does anyone know what account permissions/role configuration in the admin console needs to be changed to give me "A Specific Resource" as a scope option for the webhook? My administrator can't seem to figure it out.
