What counts as a transaction against my limit of 300 transactions?

According to this document which is not hosted by Adobe but looks like it's from them it says:

"Transactions include actions like sending an agreement, uploading a document to the library, editing a library document and creating a widget."

A. Is this true?

B. If I were to have a form as a widget and had 300 users sign the same form this would NOT count toward my limit?

Or if I were to do a mega sign on another form to 200 people?

C. Those would count as 2 transactions right? Cause I created 1 widget, and sent 1 agreement for signing.

Please be informed if 300 people are singing the widget then it will be 300 transactions.

If you have sent document for signature to 200 people through Mega Sign then it will be 200 transactions.

Every document you sent out for signature using the Library template will be counted as a transaction.

Every, canceled transaction or a document saved to Draft will be considered as a transaction.

I was just told by support that when a transaction is in draft mode it does not count as a used transaction because it wasn't sent. Is that not the case?

It will count as a transaction once you hit the SEND button.
