Why can't I delete agreements?

I have no delete option on agreements. I've read the instructions on this site, and threads from other users, and I still can't figure it out. For some reason I can't give myself Privacy Administrator powers, even in Admin Console, but I'm the only admin of the group and should have the power to delete contracts. This is a necessity for GDPR compliance. How can I fix this?
