Workflow Designer not available in Test-Licence?

Hello.

The Workflow Designer is not available in my Adobe Sign Test-Account.

Is there a possibility to test it?
Is the Workflow Designer included in Small Business-Licence?
What is an transaction in detail - a document running through a workflow or each sign or somtihing else?
