Workflow Starting from the User

Hello,

We have a situation in which we would like to store the document in a location and provide a link to the users. From here, the users would grab the document and then submit the document for approval. Is this possible? From what I've seen, it seems like the document is first sent with expectation of obtaining a signature, but is it possible to have the document available to the user without prompting them first?
