Hello! I wanted to make sure that it is not against the policies and guidelines for 2 people from different countries to manage 1 stock contributor account.

It does not explicitly prohibit different people contributing. There exist indeed corporate accounts. But the rules are strict. The account holder (the corporation) needs to hold all the rights. So the individual artists give up all their rights. The company needs to submit a different tax form, and the company is responsible for the actions of their colaborators. And their colaborators are company employees and get paid by the company for their work.
If you are indeed two individuals you should open two accounts, one for each person. That will be easy straight and clean. Each one of you submit their own tax form and each one works on his own portfolio. That does not prohibit you to collaborate on other activities.
