This photo is an HDR panoramic photo taken from one of the bazaars in Isfahan, but for some unknown reason it was not accepted. I would be happy to hear your friends' opinions.

It's rather blurry and there is chromatic aberration and blownout areas. I also see logos and signs, so if it was not rejected for quality issues, it would have been rejected for IP issues.

Your picture is highly underexposed. Your lightest points (the completly bown out entries) are just light grey, not full white as you would expect from a correctly exposed picture. That is a quality issue.

In addition you have multiple logos and busines names floating around, that would be a IP refusal:
