I uploaded a SVG and it was given the error uploading the image.
Made in Illustrator:
no AI tools used.
no hidden layers

no locked layers

Not sure is it the banding that is causing the problem?

A bit of feedback would be helpful.

Does the image meet Stock’s Vector Graphic Requirements?

Don’t: Include or add raster images (JPEGs) to your vector files or rasterize any elements.

I downloaded it as SVG. How do I avoid downloading it as rasterized when downloading it as an SVG?

This forum converts images to WebP. Nothing we can do about that.

What matters is what you UPLOADED to Adobe Stock from your Contributor Portal.

It appears that you have a border around the image, which isn’t permitted by Adobe.
