Honestly, the similars and quality rejections are often inexplicable and random. It has been suggested that you just edit it slightly, change the file name and order of the keywords and resubmit. If it gets rejected again, move on. You don’t want to put your account in jeopardy by spamming.
Looks fine to me. Were the other images that were accepted very similar to this? “Similar content” rejections are on the rise. Maybe the moderator selected the wrong reasons. Dunno. I’d fuss a little with a couple notches of exposure or whatever and resubmit. Unless someone else spots something I’m not.

I submitted similar images but with shells that were accepted. Same lighting, similar composition, submitted on a different day. I resubmitted and got the same “quality issues” remark
In my view, the lighting could be better as well as the composition. It is too tightly cropped at the bottom, and too much empty space above the stones.
