Acceptance consistency

I have a nightscape image that was rejected as 'too similar'. That was a one-off stand-alone so I resubmitted and was rejected for quality standards instead . . This image, quality wise, is cleaner than others I have submitted and Adobe accepted. At least be consistant in the reviews. This is my first post here to which Im sure others have experienced this same issue.

That was an accurate representation of the late night moolit scape obscurred by the clouds and haze. Every nightscape does not need to lean into the exposure when trying to capture a mood, no light painting on this one. wanted to emphasize the faint haze and silhouette versus the brighter exposure.. Clearly, the landscape (Green/red) is visible and detailed. Yes, i could have toned down the blue and made it more bland or popped the red out but they dont all have to follow the std formula to acheive.

Unless it's for stock. Then the agency's rules or standards apply. It's underexposed.
