You have been blocked for violating Adobe Stock Contributor Terms of Use.   Read the TERMS you agreed to.https://helpx.adobe.com/stock/contributor/help/submission-guidelines.html As far as I know, you can't unblock the account unless Stock Contributor Support changes their mind which rarely happens.
