If I look at the reward program, Adobe considers an account to be active, when you have submitted and got accepted 20 assets in a year.

We don't know the algorithm that Adobe uses to determine account submission limits; however, it is assumed that it involves account success, including perhaps sales and acceptance rate. Keep up a steady flow of high-quality submissions, and your limit will eventually be increased. Meanwhile, you can continue to upload, title and keyword assets so that they're ready to submit when previous submissions have been reviewed.

No fix for that. You may have not had submitted for a while. Three to four payouts on an old account is not very much. That points to marginal sales.
