Adobe sign

Upon filling out the tax form after submitting images to sell, I eventually came to a page for Adobe sign. I did not expect to need to add an adobe sign to my creative cloud membership. I have shown who I am, why do I have to purchase something I won't be using after setting up the tax form part to sell photo images.
