I am going to open adobe stock account but the account is not opening because this message is showing "Sorry, your access has been denied", please tell me where is the problem, why I am not able to open the account

I live in Bangladesh,I am over 18 years old,I have no source of income so I am freelancing,
I don't need to pay tax for that,I am under my family carrying everything of my family.

As a foreign individual contributor not living in the U.S., you must complete Form W-8BEN

Your Tax Withholding Rate is 10%, Treaty article 12(2).

Without a completed tax form, Adobe can't pay you.
