Several of your questions have been answered on your other post. As to your first question, yes you can sell your images in other stock websites. Adobe does not require exclusivity.

1. What standard form are you looking for? Tax form? You need to look at your country's agreement against double taxation. The tax form to fill out is a standard American form, allowing Adobe to pay you according to the agreement between the USA and Romania. You will still be taxable in Romania.

2. Look here: Royalty details for contributors to Adobe Stock. Actual payment strongly depends on the subscription that the buying part took. But there are minimum payments as indicated.

 

(As a side note: if you are more comfortable in writing in your language, you should do so. We can use the translation feature here).
