I want to upload a photo with a person. What is the model consent algorithm. Please tell me the whole way. Thank you in advance.

Have you read the Adobe Stock Contributor Learn & Support help pages? Everything you need to know about stock, and model releases in particular, is contained in those pages. You will need a signed model release in order to submit an image with someone else's likeness.

If I do not speak English very well, is consent in Ukrainian allowed?

If you look at that page that I linked above, you'll see that the model release form is available in other languages. Adobe also accepts other model release forms as long as they're essentially the same as the Adobe form.

I'm not sure if I understand your question. There is no "algorithm." You ask the model to sign a release and upload it along with the image in question.
