Annual account fee- partial charge

I noticed the deposited amount was low, so I checked and found that $28 had been deducted for the annual fee.

There are far more than I expected—was it always like this?

I expected to pay only withdrawal fees—with no annual fee or a much lower one—but it turns out the fee is quite high.
