Any idea why this photo was rejected?

Adobe rejected this for Quality Issue, but I cannot tell the technical quality issue this image is having.

It slightly underexposed in the shadows, however the main issue is that zoomed in even just a bit, the tree line is blurry. The 1/3 second shutter speed may have been cause for this, as few people can hold a camera steady for that long. The very narrow f-stop, f25, wasn't really necessary for such a landscape scene. Should have been more like f8 or f10.
