Application process - model release forms

I am starting the application process to hopefully be accepted as a stock contibutor. If I upload images of real people in my samples, will I need model release forms?  Or are signed forms not required during the application process?

There is no "application process" to become an Adobe Stock Contributor. If you meet the basic age requirement (18+) and submit a tax form, you can start submitting assets for review. Given your unfamiliarity with the process, it seems that you may not have read all of the info on the Learn & Support help pages. Read those to be sure you start off on a good footing.

You will definitely need signed model releases. They can be downloaded from Adobe and, I believe, there are phone apps that contain model releases that a model can sign so that you always have one available in the field.

You always need release forms for people and intelectual property.
